The HSA document is advisory in nature, and it is not a Federal directive. Local jurisdictions have the final authority on defining Essential Business. However, with the explcit inclusion of the word "landscaper" in the definition, and that many jurisdictions cite this document in their individual "Shelter/Stay-at-home" orders, we have prepared these documents.
